AWS and SAP Expand Sovereign Cloud in Europe

Amazon Web Services (AWS) and SAP SE have announced the integration of SAP Sovereign Cloud solutions into the upcoming AWS European Sovereign Cloud. This initiative aims to support European organizations with enhanced digital sovereignty, particularly in regulated industries and the public sector. Backed by Amazon’s €7.8 billion investment, the new infrastructure will operate independently from existing AWS regions and non-EU systems. The collaboration builds on a 16-year partnership between the two companies in cloud innovation.
Infrastructure Designed for Sovereignty
The AWS European Sovereign Cloud is expected to launch its first region in Germany by the end of 2025. It will offer public institutions and tightly regulated sectors more control over data location, operational autonomy, and compliance. Unlike standard AWS regions, this cloud will be isolated from global infrastructure, ensuring legal and technical safeguards tailored to European standards. Customers will retain access to AWS’s full service portfolio, including security and scalability features.
SAP’s Secure Cloud Capabilities
SAP Sovereign Cloud solutions are built to meet the demands of sectors with strict regulatory requirements. These offerings include reinforced security protocols and compliance with industry-specific standards. By running on AWS’s sovereign infrastructure, SAP aims to provide organizations with tools that align with evolving sovereignty expectations. The integration is intended to accelerate digital transformation while maintaining control over sensitive data.
Global Availability and Expansion Plans
SAP Sovereign Cloud services are already available on AWS in Australia and New Zealand since 2023, followed by the UK in 2024, and Canada and India in 2025. The European rollout marks a significant step in extending these capabilities to a broader set of customers. David Brown, AWS’s VP for compute and machine learning, emphasized the goal of enabling organizations to focus on innovation and measurable outcomes. As digital sovereignty becomes a priority across regions, similar models may emerge in other jurisdictions.
